Looks like Oettler, Weissenfels to me. Weissenfels is in Saxony-Anhalt near Halle (Saale).

The film is not from 1930. The Reichstelle für den Unterrichtsfilm was formed in 1934 and only existed during the Nazi period. It was renamed to something else in 1940, so the film is definitely mid- to late 1930s.

Interesting. Neuberger's other films that you can find listed are certainly late 30s and into the forties.
